This is a Kadence element. You will need to copy the two Row Layouts and the Modal blocks (shift-click to grab all three in the list view) and paste them to a new Element (Appearance-Kadence-Elements in the side bar) as a Section. Be sure to set the element up to appear above the footer and remove any unwanted widgets in rows, in the Customizer-Footer settings in the front end. In this context you will show (at minimum) the copyright row in the footer.

They are in the Modal Content. Click on that button (twice) to show them. One is a Fluent Form via a shortcode, so you can use any form builder. The other is an editable Kadence Form block (be sure to setup the email tab under General on the block. Delete which ever you don’t want to use.
